How Long Should I Wait Between Sets?

I've read different articles online about resting time between sets. And some say wait no longer then 90 seconds, and some say wait until your fully recovered. And I was a little confused on how long. So could you tell me which is better for muscle growth?

You should rest until you are recovered. The purpose of lifting weights is to overload your muscles. Why limit the amount of overload you accomplish by performing another set while you are still tired?
